This committee was created to prepare and advise on planning documents (below) which relate to the management of properties and projects which cross municipal boundaries of the Town of Truro and the Municipality of the County of Colchester. This committee advises both municipal councils on applications for development under the jurisdiction of this official plan of both jurisdictions. Created under the Municipal Government Act and established by the co-operation of both municipalities this committee was recently involved with the Development Agreement to establish a major commercial development adjacent to the 102 exit 13. The Inter-municipal Planning Strategy on Inter-jurisdictional Property Matters is an official plan of both jurisdictions and supersedes the individual planning documents through the use of development agreements on projects which exist within the influence of both jurisdictions.

The JPAC is appointed annually and consists of both Mayors; both PAC chairpersons and one citizen member from each of the PAC's. The committee meets on an as required bases subject to an application to develop or the need to review the joint strategy.
